A new system for paying the tourist fee for pilgrims is being launched in Uman.


The State Agency for Tourism Development of Ukraine, in partnership with the Uman City Council, the Charitable Foundation for the Historical and Cultural Center of the City of Uman, Sense Bank and scientists from the Lviv Polytechnic National University SID City Scientific Park, announce the launch of a test project of a fast and transparent system for paying the tourist fee for pilgrims visiting Uman. The project went live the day before, on September 15, 2025.

Every year, approximately 40,000 Hasidic pilgrims from various countries come to Uman to celebrate the Jewish New Year, Rosh Hashanah. A significant part of them stay in private homes or apartments. For many years, there has been a problem with paying the tourist fee, which complicated control and led to losses for the local treasury.

The new system will address this issue and ensure transparency in budget revenues. From now on, pilgrims will be able to pay the tourist tax in advance through a banking resource via the link on the official website of the Uman City Council. The funds will be transferred directly to the account of the KP "Komunalnyk", designated by the tax agent.

After making the payment, the pilgrim receives a receipt with a QR code, which allows employees of the KP "Komunalny Varta" to verify the fact of payment of the tax. For convenience, payment can be made on the spot through self-service terminals.

According to the decision of the Uman City Council, foreign tourists and pilgrims must pay a tourist tax in the amount of 5% of the minimum wage, which today is 400 UAH per day per person, if they live in hotels, residential buildings, outbuildings, estates, apartments, cottages, rooms, or any other facilities for temporary residence.
